In 1942, Senator Arthur H. Vandenberg proposed the Senate Joint Resolution 166, the first large landmark on the road to the 26th Amendment. Although it would have resulted in an amendment if it was supported, the resolution was not passed. However, the problem of boys being able to fight but not vote could not be left unsolved.
